Overlay PDF
Place one PDF on top of or behind another — letterheads, stamps, forms.
About this tool
Overlay PDF combines two PDFs page on page. Put a letterhead behind a plain letter, lay a “COPY” stamp or a signature block over every page, or merge a filled-in layer with a blank form.
“Overlay” draws the second PDF on top; “Underlay” places it behind the existing content, which is what you want for letterheads and backgrounds. Choose how pages are matched: repeat the overlay pages in a cycle, use only the first or last overlay page, or match page 1 to page 1, page 2 to page 2.
Both documents stay vector — text remains sharp and searchable and the file stays small. Rotated pages are handled so the overlay always appears upright.

Frequently asked questions
My underlay doesn't show — why?
If the main PDF has a solid white background (common in scans), it covers whatever is underneath. Use Overlay mode instead, ideally with a transparent overlay PDF.
What if the overlay page is a different size?
It is stretched to the size of each page it is placed on.
Can I use an image instead of a PDF?
Convert the image to PDF first with JPG to PDF, or use Add Watermark for logos.
